What is the National Quality Framework (NQF)?

The National Quality Framework (NQF) is Australia’s system for regulating and improving early childhood education and care services. Introduced in 2012, it ensures that child care centres, kindergartens, and other early learning services provide high-quality care that supports children’s development and learning in a safe and nurturing environment.

The NQF is made up of:

  • The National Quality Standard (NQS) – which sets the benchmark for quality education and care.
  • Laws and regulations that all early learning services must follow.
  • A national quality rating and assessment system to help families make informed choices about child care.

The NQF applies to all approved early childhood education services, including long day care, preschool, family day care, and outside school hours care.

How are the NQF standards set?

The National Quality Standard (NQS), which is part of the NQF, sets out the key areas of focus for high-quality early learning. These are known as the seven quality areas, and they ensure that children receive the best care and education possible:
